I think it all depends what passport you are travelling on. An American passport is good pretty much anywhere without a visa (including France, UK and most of mainland Europe), but a Belizian passport is considered a ‘second-class’ country at best and you probably would need a visa. At the very least, you need to show immigration an onward return ticket and prove that you have enough money to finance your stay. It all depends what agreements are in place between each country. Belize as a former British colony maintains good relations with the UK and should present no problems at all for a Belzian passport holder trying to enter as a tourist(http://www.britishhighcommission.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPage&c=Page&cid=1179749914068), but France is another question entirely. I don’t think France and Belize have proper Consular relations, so it could be more complicated, but a general US passport should be fine.

if you are a citizen of Belize, you need a visa to enter the Schengen area (in this case France). The UK is outside of Schengen, and I am not sure how the UK immigration works, but I am almost positive you will need a visa to enter the UK as well.

You do not need a passport to travel between countries in the European Union, so you are allright going from England to France, unless you take a farry across the channel, then they like to see a passport for security reasons I guess? But to get from the U.S. to anywhere you need a U.S. passport, if you have that you will be fine anywhere you go. I am Ameican and I had no problems traveling through 11 countries in Europe. So just get a U.S. passport and you will be good for everything. You do not need a visa unless you want to go to Russia.
