  1. Simple, they do not make a profit on their services. Many hospitals in the US are non profit. They can still pay their employees, there are just no owners to profit from operations.

  2. They don’t charge people but get state funding. Its called socialism.

    Non-profit actually just means that any stockholders do not get money from it and it is tax-deductible. Especially if they helped out a lot of people who could not afford the normal costs, then they might qualify.
